Britain to organise armed Syrian rebels into efficient fighting force

Britain is to increase its involvement in Syria's bloody civil war by offering to organise the rebels fighting President Bashar Al Assad into a stronger force

In a significant departure MPs will be told today that the UK will directly deal with the armed opposition in Syria for the first time.
Previously Britain has only held talks with the political leaders outside the country over a conflict that has left tens of thousands civilians dead and over 1 million people displaced.
Britain yesterday vowed to step up its efforts to bring about an end to a regime that has presided over a civil war that has cost as many as 40,000 people lose their lives.
The first National Security Council meeting after the US presidential election which is likely to be chaired by Prime Minister David Cameron, will be dedicated to the crisis in Syria.
That meeting is likely to look at ways to bring America on board with a more direct strategy towards Syria now that the next US president has been elected for a four year term.
Britain is not allowed by a European Union arms embargo to supply weapons to Syria - a fact which Mr Cameron signalled was "frustrating" during a three day visit to the Middle East.
William Hague, the foreign secretary, will tell an opposition conference in Doha today that he "has authorised diplomats to have direct contact with military figures on the ground" through secure communication links with armed rebels.
The man favoured to win western backing for a new opposition front at the Qatar conference told The Daily Telegraph he planned to establish an interim government inside the 'liberated' parts of northern Syria.
It would seek international recognition, request a fund of "more than a billion dollars", and military support to "defend ourselves from the regime's war planes".
A written ministerial statement is due to be laid in Parliament outlining the new initiative, which will be coordinated by the team led by Jon Wilks, a senior official at the Foreign Office.
Downing Street said Britain wanted to also help the rebel fighters within Syria to work together to topple Assad, as happened in Libya to face Col Muammar Gaddafi's brutal regime.
A Number 10 source said: 'At the moment there are lots of different groups. They haven't come together and coalesced in the way in Libya all with the shared aim of toppling Gaddafi. This is all about helping them to do it.
"We are engaging with the opposition to try and encourage them come together much more on the ground.
"The point of it will be to talk to the leaders of the local armed groups. What we've concluded is that it's too hard to do this by only talking to people outside the country.
"The opposition have been very clear that they want help from the international community."
Britain will also stress to the rebels the need to respect the human rights of captured Government, the source added.
Britain is prevented from physically arming the rebels by a European Union arms embargo which prevents any military hardware being supplied to any Syrians.
But Mr Cameron signalled that he was frustrated by the embargo and the inactivity of the United Nations.
He told British newspaper reporters: "On Syria, I'm frustrated that we aren't able to do more, either at the UN where I'd like us to push harder for clearer resolutions calling on Syria for a clear political transition. But we'll keep pushing.
'Obviously we're part of an EU arms embargo so we're not able to take that step."
Asked what he would say if Assad said today he was ready to leave and wanted a safe exit, the Prime Minister said: "Done. Anything, anything to get that man out of the country and to have a safe transition in Syria.
"Of course I would favour him facing the full force of international law and justice for what he's done. I am certainly not offering him an exit plan to Britain but if wants to leave he could leave, that could be arranged."
The Prime Minister will pledge an extra £14 million to refugees in Jordan today as he visits a refugee camp which has been set up for Syrians.

We'll arm the Syrian rebels – but only those who share our values

'We'll arm the Syrian rebels – but only those who share our values'

Republican presidential contender wants a more active US policy on Syria, where he sees a chance to defeat Iran

Mitt Romney is signalling a more active policy on the Syrian uprising than Barack Obama, calling explicitly for weapons deliveries to rebel forces and framing the conflict in geostrategic terms as one which can lead to defeat for Iran, Bashar al-Assad's principal ally.
But the Republican candidate is also careful to stress the need to work with partners to "identify and organise" those members of the opposition "who share our values." Only they will obtain the arms they need. And the US will not act alone.

Clearly, defeating Assad's "tanks, helicopters, and fighter jets" will require more than the mostly light weapons that have been smuggled into Syria, via middlemen who work with the Gulf states and Turkey and are reportedly monitored and facilitated by the CIA. Anti-tank and anti-aircraft weapons would probably make a big difference.

But there is no mention of the US taking any action on the ground, involving the "safe zones" or "humanitarian corridors" the fragmented Syrian opposition would like to see.
Romney's forward remarks on Syria also reference US and western concerns about the growing strength of Islamist and jihadi-type groups on the ground. By suggesting that Obama is "sitting on the sidelines" the Republican also signals a readiness to look beyond Assad to "develop influence with those forces in Syria that will one day lead a country that sits at the heart of the Middle East".
On wider Middle Eastern issues, Romney seeks to establish his credentials as a clear-eyed enemy of terrorism, attacking Obama for his "passivity". On Libya he promises to "vigorously pursue the terrorists who attacked our consulate in Benghazi and killed Americans". The implication, again, is that "vigour" is lacking.
On Egypt, at the heart of the dramatic changes of the Arab spring over the past 18 months, Romney signals readiness to make continuing US aid conditional on inclusiveness – in a coded reference to the Islamist-led government and minority rights – and maintaining the 1979 peace treaty with Israel.
Tough talk on Iran includes the promise of "new sanctions" and a readiness to take unspecified actions. "For the sake of peace, we must make clear to Iran through actions – not just words – that their nuclear pursuit will not be tolerated," Romney said. Specifically, he calls for the restoration of "the permanent presence of aircraft carrier task forces in both the eastern Mediterranean and the Gulf region" and working "with Israel to increase our military assistance and coordination".

Senjata Patut Dihantar Ke Gaza, Bukan Syria.

 Sayyed Nasrallah

Roket Pejuang Palestin Dari Iran?

Genap 32 Tahun Mimpi Ngeri Amerika.

Salam.

Ayatollah Khalkhali walks near the remains of the US marines killed in the crash in Tabas. April 1980, in the desert, not so far from the little town of Tabas (about 700 km – 430 miles – south of Tehran). After the debacle of the American helicopter raid “Eagle Claw”, aimed at rescuing the hostages. On 11 April 1980, about five months after the opening of the hostage crisis, US president Jimmy Carter assented to a secret military operation to rescue the hostages, despite the opposition of his secretary of state, Cyrus Vance, and in spite of the fears of the CIA of “heavy losses” among the hostages. Launched 24 April 1980, the raid was a total fiasco. Three of the eight helicopters were disabled in a send storm. A fourth collided with a troop transport plane, killing nine US marines. In the hasty departure ordered by Carter, their remains were left behind. It is their bodies that are seen here. Hasting to the site, Ayatollah Khalkhali (known as the “Hangman of the Revolution”), proceeded to conduct an inspection and took part in gathering up the bodies. On 25 April 1980, the White House announced that the raid had failed. Seen as a humiliation for the United States, the failure of the Tabas raid was greeted by the Iranian media as “the hand of God protecting us against the malevolence of the Great Satan”. Wajarkah Israel Campurtangan Isu Syria ?

Salam.

Should Israel intervene in Syria?

US Secretary of State Hillary Clinton was among world leaders and officials who met in Turkey to discuss supplying help for opposition forces fighting the government of Syria’s president, Bashar Assad.

ISTANBUL - The United States and dozens of other countries moved closer Sunday to direct intervention in the fighting in Syria, with Arab nations pledging $100 million to pay opposition fighters and the Obama administration agreeing to send communications equipment to help rebels organize and evade Syria’s military.
The moves reflected a consensus, at least among the officials who met here this weekend, that mediation efforts by the UN peace envoy, Kofi Annan, had failed to halt violence in Syria and that more forceful action was needed.
With Russia and China blocking measures that could open the way for military action by the United Nations, the countries lined up against the government of President Bashar Assad have sought to bolster Syria’s beleaguered opposition through means that seemed to stretch the definition of humanitarian assistance.
The offer to provide salaries and communications equipment to rebel fighters called the Free Syrian Army - with the hopes that the money might encourage government soldiers to defect, officials said - is bringing the loose “Friends of Syria’’ coalition to the edge of a proxy war against Assad’s government and its international supporters, principally Iran and Russia.
Direct assistance to the rebel fighters, even as Assad’s loyalists press on with a brutal crackdown, risked worsening a conflict that has already led to about 9,000 deaths and could plunge Syria into a protracted civil war.
“We would like to see a stronger Free Syrian Army,’’ Burhan Ghalioun, the leader of the Syrian National Council, a loose affiliation of exiled opposition leaders, told hundreds of world leaders and other officials gathered in Turkey. “All of these responsibilities should be borne by the international community.’’
Ghalioun did not directly address the financial assistance from the Arab countries - including Saudi Arabia, Qatar, and the United Arab Emirates - but he added, “This is high noon for action.’’
Secretary of State Hillary Rodham Clinton told the conference that Assad had defied Annan’s efforts to broker an end to the fighting and begin a political transition. She said that new assaults began in Idlib and Aleppo provinces even after Assad publicly accepted the plan a week ago, which called for an immediate cease-fire followed by talks with the opposition.
“The world must judge Assad by what he does, not by what he says,’’ Clinton said in a statement to officials. “And we cannot sit back and wait any longer.’’
Since the Assad government pledged to respect a cease-fire, there have been daily reports of violence, including the shelling Sunday of the Khalidiyeh neighborhood in Homs and other areas of the city. Activists said the attacks killed more than two dozen people, the Associated Press reported.
Clashes were also reported in many areas of the Damascus suburbs, and activists reported government troops firing with heavy machine guns on several areas of the southern province of Daraa. The Local Coordinating Committees, a coalition of activist groups in Syria, claimed that 18 people had been summarily executed by government forces in the province.
Annan is scheduled to report Monday to the UN Security Council on the status of his peace plan.
The question of arming the rebels - as countries like Saudi Arabia and some members of Congress have called for - remains divisive because of the uncertainty of who exactly would receive them. Paying salaries to fighters blurs the line between lethal and nonlethal support. It was not clear whether the coalition would try to prevent the diversion of money to weapons purchases.
Molham Al Drobi, a member of the Syrian National Council, said that the opposition had pledges of $176 million in humanitarian aid and $100 million in salaries during three months for the fighters inside Syria. He said some money was already flowing to the fighters, including $500,000 last week through “a mechanism that I cannot disclose now.’’
He expressed dismay that the international community was not doing more to provide weapons that might even the odds against the Syrian government’s security forces. “Our people are killed in the streets,’’ he said on the sidelines of the conference. “If the international community prefers not to do it themselves, they should at least help us doing it by giving us the green light, by providing us the arms, or anything else that needs to be done.’’
Even so, as the fighting in Syria drags into a second year, the international involvement on behalf of Syria’s rebels - inside and outside the country - appears to be deepening.
Clinton announced an additional $12 million in humanitarian assistance for international agencies aiding the Syrians, bringing America’s total so far to $25 million, according to the US State Department.
She also confirmed for the first time that the United States was providing satellite communications equipment to help those inside Syria “organize, evade attacks by the regime,’’ and stay in contact with the outside world. And according to the Syrian National Council, the US assistance will include night-vision goggles.
“We are discussing with our international partners how best to expand this support,’’ she said.
The State Department’s goals for the meeting in Istanbul reflected the constraints facing the United States and other nations without broader international support for military intervention like that in Libya last year. Proposals to create buffer zones and humanitarian corridors have garnered little support, in part because of the lack of UN authorization and logistical difficulties.
The countries providing most of the money for salaries - Saudi Arabia, Qatar and the United Arab Emirates - have long been the fiercest opponents of Assad’s rule, reflecting the sectarian split in the Arab world between Sunnis and Shi’ites. Assad and his inner circle are Alawites, a Shi’ite minority offshoot in Syria that has nonetheless led political and economic life in a country with a majority Sunni population, as well as Christian and other smaller sectarian groups.
Turkey’s prime minister, Recep Tayyip Erdogan, the host of Sunday’s meeting, urged the UN Security Council to act in the wake of Annan’s efforts, saying Syria’s leaders were using the initiative to buy time. “If the Security Council hesitates, there will be no option left except to support the legitimate right of the Syrian people to defend themselves.’’
